Substance Abuse Definition: Is Substance Abuse a Disease or a Behaviour?

Alcoholics Anonymous and the American Medical Association claim that substance abuse or alcohol dependence is a disease. In DSM-IV, “disease” is not mentioned when diagnosing patients with alcohol issues as described in diagnostic criteria.
AA cult members compare their created and appropriately cult modified definition “Alcoholic” to other diseases like diabetes and cancer.
If the problem of substance abuse and dependence is a disease, why does a person that is stopped driving drunk by the police taken to a jail instead of to a hospital. The person arrested informed the police that he was diseased and powerless yet he was still taken to jail.
Is AA’s and AMA’s definition of a drunk to a disease valid or is this “disease” diagnoses simply given to capitalize monetarily on a human malady? (Institution AA is VERY expensive!)

These forums are formed to extend the reach of a proven effective program and help more people who need their services through funding treatment research, spreading awareness, and potentially providing scholarships.
Many such forums maintained online feature extensive resources such as current and past issues of AT Forum newsletters, special research reports, FAQs, notices of upcoming treatment techniques, and much more. Few such forums are Center for Substance Abuse Treatment (SAMHSA), Addiction Treatment Forum, The Stanton Peele Addiction Website, or JoinTogether.org.

Most people with alcohol substance abuse go into therapy at some point in their treatment. Therapy is usually a one-on- one session with a psychologist, psychiatrist or psychiatric social worker. The therapy is designed to get to the bottom of the alcohol substance abuse and its origins. It can help the alcoholic recover faster and better when they realize why they have been abusing alcohol for so long.
Sometimes childhood issues are discussed with those who have alcohol substance abuse issues. The alcoholic may have one or more alcoholic parents who allowed the child to drink at a young age or gave the person certain ideas about why alcohol was a good thing. The alcoholic may have a hereditary predisposition to alcohol substance abuse and must realize that, in order to break the cycle, they must work hard to stop drinking.

So I am turning 16 in a week and I have been looking into how I am going to get my license. I do have a permit that I will have had for around a year…but it is from Utah. Am I required to get another permit and hold it for 6 months before applying for a license (that is how it is in Utah)? What is the “Traffic Law & Substance Abuse Education Course”? Was it the test I took for my permit? A new written test?
On another note how hard is the driving test? I have pretty much mastered most of driving in the year I have had my permit, but I still haven’t even attempted parallel parking. Do I really need to study for the written test or is it going to be common sense like the permit test? Thanks in advanced!
