Birth Weight Question…?

According to The Princeton-Brookings Institute, birth weight can depend on many factors, most of which we can control.
1) The less money you make, the more likely you will have a low weight baby.
2) Marital status. Unwed mothers are much more likely to have a low birth weight baby. So the guy does matter .
3)Mothers age. Teens are much more likely to have low birth weight babies.
4) Parental substance abuse.
5) The neighborhood you live in. If it is a poor neighborhood, you are much more likely to have a low birth weight baby.
Now for the question…
Knowing all this, shouldn’t we as a nation (the US) control or monitor breeding among our countries females?
